The certification to employ a University or State of Tennessee retiree or to obtain his/her services as an independent contractor must be prepared by the employing director and sent to the Human Resources Office (for employment) or must be attached to the proposed contract for professional services sent to the Associate Vice President's office. The certification must answer the four conditional elements outlined on page one of the subject policy.
